Human perceptions, decision-making and (pro-) environmental behaviour are closely connected. This Research Topic focuses on bringing together perceptions and behaviour for sustainable coastal and island marine resource use systems. Management and governance of (large and small-scale) coastal marine resource use systems function in highly complex social and ecological environments, which are culturally embedded, economically interest-led and politically biased. Management processes therefore have to integrate multiple perspectives as well as perception-driven standpoints on the individual as well as the decision-makers’ levels. Consequently, the analysis of perceptions has developed not only as part of philosophy and psychology but also of environmental science, anthropology and human geography. It encompasses intuitions, values, attitudes, thoughts, mind-sets, place attachments and sense of place. All of these influence human behavior and action, and are collected or are available within the respective marine resource use system, which may support the livelihood of a large part of the local population. Management and governance are not only about mediating between resource use conflicts or establishing marine protected areas, they deal with people and their ideas and perceptions. Understanding the related decision-making processes on multiple scales and levels hence means much more than economically assessing the available marine resources or existing threats to the associated system. Over the past decade, there has been a growing inter- and transdisciplinary international community becoming interested in research which integrates perceptions of coastal and inland residents, local and regional stakeholder groups, as well as resource and environmental managers and decision-makers. By acknowledging the importance of the individual perspective and interest-led personal views, it became obvious how valuable and important these sources of information are for coastal research. An increase of research effort spent on the link between perceptions and behaviour in marine resource use systems is thus both timely and needed. By offering a diversity of inspiring and comprehensive contributions on the link between perceptions and behaviour, this Research Topic aspires to critically enlighten the discourse and applicability of such research for finding sustainable, locally identified, anchored and integrated marine resource use pathways.

According to the Food and Agriculture Organization (FAO) of the United Nations, more than 80% of world’s fish stocks are fully exploited, over-exploited, depleted, or recovering from depletion. Although several international agreements have promoted more responsible fisheries, coastal states have usually maintained national policies that enable higher harvest levels rather than greater conservation of fish stocks, and international agreements for more responsible fisheries have generally experienced a weak domestic implementation. Among the major coastal fishing states, China constitutes the largest fish producer and main exporter in the world, and therefore presents a fascinating case-study for the domestic implementation of international fisheries agreements. This book investigates the degree to which China has complied with the international agreements it has signed, and asks why it is failing to meet expectations. Following the presentation ofChina's Agenda XXIin 1994, the Fondazione Eni Enrico Mattei began a fruitful collaboration with the SSTC (State Science and Technology Commission) on Natural Resource Accounting of the People's Republic of China. Among other initiatives, the Fondazione organised a seminar held in Beijing in March 1996, entitled "Resources Accounting in China". This volume brings together 11 papers as the result ofthat seminar. Our main attempt was to compare approaches and knowledge of specific issues in this area. As far as the approach is concerned there appear to be some interesting comparisons to be drawn considering the authors' different fields of expenence. Seven papers are written by Chinese participants and four by visiting experts from the West. All the Chinese contributions point out the importance of the environment in economic development and a determination to measure the effects as a means to successful management of natural resources. They concentrate on rather specific issues within the constraints of the prevailing economic conditions where identification and pricing of assets tend to be specified by administrative norms. Although the general framework of the Chinese approach tends to be scientific and administrative, all papers contain interesting and useful statistical information. The papers by visiting experts also stress the importance of taking into account environmental aspects in deriving indicators relating to economic development. In contrast to the Chinese contributions, however, they tend to be more abstract and more clearly based on economic theory.
