Nine years after Operations Desert Shield and Desert Storm (the Gulf War) ended in June 1991, uncertainty and questions remain about illnesses reported in a substantial percentage of the 697,000 service members who were deployed. Even though it was a short conflict with very few battle casualties or immediately recognized disease or non-battle injuries, the events of the Gulf War and the experiences of the ensuing years have made clear many potentially instructive aspects of the deployment and its hazards. Since the Gulf War, several other large deployments have also occurred, including deployments to Haiti and Somalia. Major deployments to Bosnia, Southwest Asia, and, most recently, Kosovo are ongoing as this report is written. This report draws on lessons learned from some of these deployments to consider strategies to protect the health of troops in future deployments. In the spring of 1996, Deputy Secretary of Defense John White met with leadership of the National Research Council and the Institute of Medicine to explore the prospect of an independent, proactive effort to learn from lessons of the Gulf War and to develop a strategy to better protect the health of troops in future deployments.

Military veterans comprise a distinct population with complex needs upon reintegration into civilian life. There is no established "one size fits all" reintegration procedure, and the Department of Veterans Affairs is not equipped to manage the needs of every military veteran. Drama therapy has been used with various populations, including trauma survivors, incorporating emotional expression and group interaction in a non-threatening environment. This study utilized a specific application of drama therapy techniques and implemented an anonymous self-report survey to demonstrate the potential benefits received through the application of drama therapy while comparing civilian and veteran groups. The results found no significant difference between civilians and veterans regarding identified benefits of a drama therapy intervention, and the participants identified both intrapersonal and interpersonal benefits from their participation in the drama program. This study emphasized the multi-dimensional challenge of reintegration and presented a multi-dimensional treatment modality in the form of drama therapy.

BACKGROUND: Hundreds of thousands of Veterans have restricted Veteran benefits due to their character of discharge (COD). There are triple the number of "Other Than Honorable" COD since WW II and VA's stringent guidelines in disbursing benefits leave many without benefits. Known as Veterans with "bad papers", this population is over represented in Veteran homelessness, suicide, PTS, TBI, depression, anxiety, Military Sexual Assault and other health conditions. OBJECTIVES: The purpose of this study was to explore the life experiences of prior service members with various COD and how it impacted Veteran reintegration into the civilian community. METHODS: This study explored the lived experiences of 16 Veterans with restricted benefits. This study utilizing the Neuman system model, as guide to exploring five interactive person variables. Data collection utilized an online questionnaire and interviews. Analysis of the interviews were guided by an existential phenomenological methodology. RESULTS: Previous negative life experiences directly cause significant amount of system instability resulting from stressors assaulting the normal Lines of Defense. This population revealed negative life events leading to the military discharge. Stigma as a stressor appears to have the highest potential for disturbing the Veterans reintegration, further placing the population at even higher risk for physical, psychological, sociocultural, developmental, and spiritual detriment after discharge. CONCLUSION: "Bad papers" are the primary barrier to growth and development in the reintegration into the civilian community by causing perceived/ actual barriers and limiting access to secondary and tertiary preventions.

Prior to the military conflicts in Iraq and Afghanistan, wars and conflicts have been characterized by such injuries as infectious diseases and catastrophic gunshot wounds. However, the signature injuries sustained by United States military personnel in these most recent conflicts are blast wounds and the psychiatric consequences to combat, particularly posttraumatic stress disorder (PTSD), which affects an estimated 13 to 20 percent of U.S. service members who have fought in Iraq or Afghanistan since 2001. PTSD is triggered by a specific traumatic event - including combat - which leads to symptoms such as persistent re-experiencing of the event; emotional numbing or avoidance of thoughts, feelings, conversations, or places associated with the trauma; and hyperarousal, such as exaggerated startle responses or difficulty concentrating. As the U.S. reduces its military involvement in the Middle East, the Departments of Defense (DoD) and Veterans Affairs (VA) anticipate that increasing numbers of returning veterans will need PTSD services. As a result, Congress asked the DoD, in consultation with the VA, to sponsor an IOM study to assess both departments' PTSD treatment programs and services. Treatment for Posttraumatic Stress Disorder in Military and Veteran Populations: Initial Assessment is the first of two mandated reports examines some of the available programs to prevent, diagnose, treat, and rehabilitate those who have PTSD and encourages further research that can help to improve PTSD care.

America's military veterans are a diverse group of people living all across the nation. This paper seeks to determine if where veterans settle matters to their success as civilians. The idea that many veterans choose to remain close to military and veteran communities, further distancing themselves from larger society, is a concern for the continued success of the All-Volunteer Force. This paper uses a linear probability analysis of United States Census data to identify if the distance veterans settle from military installations is a significant predictor of success. I use participation in community organizations as a measure of success as this demonstrates a level of comfort participating in the new community and is an important method for sharing the realities of military service with potential recruits. The results support the hypothesis that as distance from a military installation increases predicted participation in community organizations increases. These results recommend a shift in transition assistance programs from a focus on employment to a focus on getting transitioning service-members to the right location for them, possibly further from a military installation than they might seek on their own.
