Travellers in the United States have benefited from this concept since the 1970s; whereas, the development in Europe has been much more recent. Lately, LCCs have been quite a hot topic especially since the terrorist attacks on September 11, 2001. Many LCCs have amazed investors with their financial performance, as they successfully earned profits in a time when most conventional carriers reported major losses. In Europe, LCCs have entered the market in order to gain market share and to take part in the success of the business. In Germany, the LCC market has taken off with the emergence of two new carriers in the end of 2002. To best understand the low-cost concept, the evolution of LCCs in the United States and in Europe is examined in the second chapter. Furthermore, the background of the most successful LCC Southwest, still being the role model for other LCCs, is presented. In the third chapter the competition theory of Michael Porter is discussed in order to be able to analyse the competitive strategies followed by the LCCs in the chapter four. The fifth chapter gives a brief outline on the most striving marketing strategies among LCCs. Marketing strategies are examined in the fifth chapter. Low-cost air carriers have been growing aggressively in many regions around the world and today offer a significant proportion of the available flight and seat capacity in the markets where they operate. This thesis studies the airline capacity evolution of low-cost carriers (LCCs) between 2009 and 2018 in several different types of market regions, both long and short-haul as well as mature versus emerging air travel markets. Between 2009 and 2018, domestic India and domestic China had the fastest growth in total airline capacity, growing at a CAGR of 12.0% and 11.1% respectively. The more mature markets saw much slower growth - the intra-Europe region grew at a 5.6% CAGR while both the domestic US and domestic Australia regions grew at a CAGR less than 3% during the 10-year period. The domestic India region had the highest gain in low-cost carrier share of capacity, which grew by 26 points - from 43% of domestic capacity in 2009 to 69% in 2018. The growth of low-cost carrier capacity share was much smaller or even negative in other regions: 10 points in intra-Europe (from 40% to 50%), 9 points in domestic China (from 3% to 12%), 9 points in domestic US (31% to 40%), 7 points in the transatlantic region (2% to 9%) and -22 points in domestic Australia (50% to 28%). In the mature markets analyzed (except Australia), much of the growth in the low-cost carrier sector has come from ultra-low-cost carriers adding capacity as traditional LCCs are now moving upmarket due to increasing costs. While total capacities in the emerging markets grew rapidly, the growth has come from different sources. LCCs in India have grown significantly, primarily due to the very large demand for low-fare air travel in the country. On the other hand, much of the growth in China has come from legacy carriers; the slower growth in the Chinese LCC sector is explained by unsupportive government regulations and a lack of low-cost airport infrastructure. LCCs operating in the transatlantic region have also seen slow growth due to the various difficulties of operating low-cost in long haul sectors, with many LCCs going bankrupt and ceasing operations.

Before the LCCs entered the European short-haul market, incumbent full service carriers (FSCs) were able to operate relatively unhindered. Supported by many deregulations, LCCs set their focus on a cost base as low as possible, so they were able to offer fares tremendously lower than incumbent players. Even though they took some market share from the FSCs, the main success was based on the ability to reach new customer segments. Passengers, previously travelling by car or long-distance busses, took advantage of newly affordable airline fares and were willing to incur limited comfort. Now, around 20 years after the first entry of European LCCs, the short-haul market is not expected to continue growing significantly. Hence, if the LCCs want to continue their expansion, they need a ‘new market’, and it seems just like a question of time until they add long-haul routes to their route network. Nevertheless, the long- and short-haul market are comparable just to a limited amount. As we will see in the following analyses and discussions, several specific characteristics require fundamental changes in the current LCC business model, which is optimized for short-haul operations. The focus point of this thesis is the development of an auspicious entry mode, based on theoretical economic frameworks. In comparison to the short-haul market, competitive interactions between incumbent FSCs and entering LCCs are expected to be much more intense on long-haul routes. This is based on the fact that LCCs will not be able to sustain their high cost advantages also on long-haul routes. For long-haul flights it is also not possible to reduce provided comfort and additional services in such a way the LCCs currently do on their short-haul operations. Hence, on long-haul routes, entering LCCs and incumbent FSCs will be active much more in the same market than they currently do, which implies a much higher degree of competition. This provides several points of contact for game theoretical considerations, as we will see in the following chapters.

This paper analyzes the causes behind the sluggishness of new airlines, low cost carriers (LCCs), in Japan. The object is to identify and to recommend innovative policy changes and ideas for the industry, by analyzing the condition and the development of management policy for the establishment of new airline companies and regulatory reforms. The traditional airline companies all over the world have been struggling with the changes in current market. With the global deregulation movement on the airline industry in the 1980s, LCCs have established their business very rapidly. Following this global trend, two new airlines started in Japan in the late 1990s, but the market had not been active for a long time. It is only recently that other new LCCs started servicing the Japanese market, while the deployment of LCCs has become very active and successful in North America, Europe, and Asian countries except Japan. First, this thesis focuses on the analysis of critical successful factors in the foreign market. Then this thesis examines the condition and business environmental issues that make the foreign LCC business model not so effective in the Japanese market. Second, with the consideration of the previous section, the successful LCC business model is introduced and is verified using a variety of simulations including the financial simulation using the corporate model and risk analysis using the Monte Carlo Method. These two sets of analytical results are put together for applying to other areas such as policy making, regulations, and market structural changes. Furthermore, the paper comes up with six critical points for the management policies of new airline companies: 1) Promotion of higher productivity and lower cost; 2) Appropriate airfare and the fare structures; 3) Appropriate routes selections and the number of flights; 4) Proactive utilization of secondary airports; 5) Penetration to the air cargo market; and 6) Availability of sufficient fund for supporting the preparation and establishment of a new entity. Traditionally, the government has tightly regulated the aviation industry in Japan. In order to consider and to deploy the LCC business establishment conditions, the analysis of government policies is becoming the key element. Integrating the results of the policy analysis and simulations analysis, this research recommends the following criteria. Elimination and changes of regulations and management structures, that may restrict the free competition and the management freedom of the new entities, are essential. From the perspective of aviation policy and the promotion of competition, the following requirements must be fulfilled in order to achieve these goals: 1) Converting the form of the market intervention methods on market structural restriction from proactive to reactive; 2) Elimination of the government control of the airports demands adjustment of both domestic and international routes, the foreign funds, and the cabotage restriction; and 3) Establishment of new airport policies for promoting more active use of secondary airports. These findings will help promoting the healthy growth of the airline industry in Japan. Activities of consumers, airline companies, and the government will be revitalized and be benefited as a result.
